Rob Nelson, co-studio head at Rockstar North, told IGN in the full interview it published Oct. 7 that "the ankle tag is part of the narrative" and "part of the way we bring Jason and Lucia together." He was answering a question about whether the tag limits where Lucia can go early in the game, and said no more about it. VICE's summary of the interview reports the same.
In Rockstar's official artwork Jason and Lucia 01, a chunky device is strapped around Lucia's ankle. Rockstar's profile of Lucia Caminos says fighting for her family landed her in the Leonida Penitentiary and that luck got her out, but Rockstar has not said why she wears a monitor. Jason Duval is her partner in the game.
